Why won’t my spa heat to over 88 degrees?


The heater appears to be working because the water heated from 48 to 88 degrees when I filled it, but won't go any higher. It has been at 88 for a day and a half. There are no numbers on the thermostat...it is turned clockwise as far as it will go. It is a 1982 Polynesain Aloha 2.
Just talked to spa store. Service department thinks thermostat bad but heater ok since it is heating and staying at steady temperature. Maintaining temp ok but not going higher.
