Tool advice….When installing a hot tub, would the tools used rust if exposed to rain? see details?

I ask this question because a hot tub installer found a dead body years ago after he pulled to the side of a highway exit because it had started to rain and he was concerned about the tools in the back of his pickup truck getting wet. He wanted to cover them. I guess I wonder what type of tools are used to install hot tubs.
