I have a spa and it actually has 2 pumps. You did say "hot" water so I guess you mean the heater pump as opposed to the actual "jet" pump.
Either way, each pump should be able to be removed from the spa with some tools. My pump went out ( both) and I removed them and put them on my work bench and plugged it into a outlet. Now this may not help you if it’s 220vac. But if it’s 120vac, your in luck.
Now this will require you to let some of the water out, if not all. The heater pump should have a inlet and outlet hose. They can be pinched off to help prevent drainage, but the spa jet pump will need the whole thing drained.
Also check for the obvious, and make sure you have proper power going to the pumps.
If it is the spa jet pump and it sounds like it’s running but no water is gushing out, then have you drained the spa recently and could you have air trapped in the line. A garden hose can help push the water though the inlet if this is the case.
If the pumps aren’t sounding like they are running, and your sure you have AC power, then the pump must be bad.
    Good luck
