Go to a Pool Place, and buy a solar heater that way…

Basically all it is, is those bubble wrap, and its painted a dark color, either black or blue, to absorb the sunlight…

    I wish you well..

The other answer here assumes you are talking about a solar blanket. They won't heat a spa, but will reduce evaporation and heat loss. It's not a heater really in the true sense. They only heat the top one inch or so of the water surface.
Sorry to burst your bubble. It's not practical and you won't find a commercially made one specifically for spas on the market. Even though your are in California, you won't be able to use solar heat to get the spa temp up to 103-104, the usual operating temp. It's not a constant heat, when the sun drops, so does your heat You COULD use it to augment your existing electric or gas heater, to keep the temperature between 80-90 during the day (if you have the spa covered) on standby, then fire up your normal heater prior to using the spa. It'll save you a little money on gas or electrical. The cost of the solar, though (using what is out here, like an Enersol unit) could make you change your tune. You could of course make your own by modifying the plumbing, installing your own bypass valve and valve timer or preferably temperature sensor and coiling some irrigation pipe on a roof, but again, I think you'll not do it, for the time and expense reasons versus the payback.
