I have an inground pool and spa. Lately I have been losing water from the spa when the filter is not on. Help

As long as the filter is on the spa stays full and the flow is good. Once the pumps are off, the spa drains down to about 2/3 of it volume and stablizes at that point. I have no idea what the problem is. If anyone has any Ideas, Let me know.

    No biggie. Your spa is equalizing with the pool. You either have no check valve or a check valve with an issue. The spa is meant as an overflow to the pool. It's tied in via the plumbing to both. Shut the pump off and there's nothing overcoming Newton's Law. What's in the spa flows back to the lowest point. The pool. They equalize and it stops.
    If this is new to you. check the check valves in your plumbing. If you have none, you simply didn't notice it before is all.
    It's actually quite normal. Even a pool with a check valve installed will do what you're describing over time. Air is small, it can get in your system pretty easily through many sources. That could be a cause or …..gravity. Take your pick.Both even.

    Check the back flow valve. Sometimes there is a clear cover on them and you can see the flapper move. In any case you need to remove the cover and see if there is any obstruction in the valve. Clean out and replace cover.

    If your valve is a solid type sometimes you can get them to work again by tapping them with the handle of a hammer.
