I have a pool with a spa, the water from the spa cascades into the pool like a waterfall. Everyday I see about?

5 or 6 bees hovering over the waterfall. There is no nest nearby so I don't know where they're coming from. I bought a bug spray for yellow jackets, it didn't do anything. Does anyone have any ideas how to get those bees away from the waterfall? Thank you in advance.
