Can I legally get rent money back from my landlord?


My landlord refuses to fix problems with the rental house he owns, which I rent. I pay a lot of money to rent every month.
The electrical wiring to the pool pump burned itself apart in August. He still has not fixed it; keeps giving excuses, like "my wife is out of town".
The air conditioner went out in the middle of summer, and he took 3 weeks to fix it (actually, he didn't fix it: we finally called and told him we were hiring a heating/cooling pro and that we'd deduct the amount out of rent b/c it was 100degrees).



Anyway, the lease was over and we were going month to month. I finally had enough of him, and put in our notice. I have paid my rent on time, in full every month. The main reason I rent this house is the pool/spa, which cannot be used b/c of the burnt out wire to the pump. Can I get any money back from him? Legally? Also, the dishwasher has been broken since move-in (18 months). Same story: always an excuse and "I'll fix it soon". I'm in California.
